What should a start up company implement to attract highly specialized and experienced workers?

We understand that highly experienced people or educated people dream is to work only at reputable top companies, which makes it hard for a start up companies to find or attract one, but it takes highly skilled people to build a successful start up. However, resources can be limited sometimes until a certain stage achieved. Now, what would make a potential employees choose to work for start up company over those big companies from your experience?
